Take rice (it is better to take long-grain) and pour it into the pan. Fill the pan with cold water and set it on fire. Stir thoroughly, cook for 10-15 minutes until half cooked. Peel and chop the onion. Then you need to grate the carrots.

Heat the pan, pour oil over it and fry the onion until golden brown. Add finely grated carrots to the onion. Stir well and fry over high heat for 5-10 minutes. Next, take the already prepared minced meat. Place it in a small bowl and lightly place it in your hands. Add almost ready rice to the minced meat. Then add another frying of onions and carrots to this mixture. Sprinkle everything with salt and black pepper to taste and mix thoroughly.

Your next step will be to make the sauce. Stuffed peppers will be stewed in this sauce. To do this, mix sour cream, tomato paste, salt and water in one bowl.

So, then we prepare the pepper for stuffing. First, clear it of seeds and stalk, making a circular incision along the top of the pepper. Pulling the stem, without any problems, remove seeds from pepper, also remove the septum. Then rinse the peppers well with water. Do the same with the remaining 13 peppers.

Now the pepper is ready for stuffing. Fill each pepper with filling to the brim. Arrange the cooked peppers vertically in a large saucepan. Pour the stuffed peppers into the sauce so that they are closed by two-thirds. If necessary, add water.

Put bay leaf in the pan. Place a pan of stuffed peppers on a fire. Bring to a boil and simmer the pepper for 30-40 minutes over medium heat under a closed lid. The dish is ready! Now you can safely serve the prepared stuffed peppers to the table.

You can add cheese to stuffed peppers. To do this, you need to take 80 g of hard cheese. It will need to be added to the stuffing. Further, do everything as directed. It turns out a spicy taste and a pleasant aroma!
