Mix the butter with flour manually until smooth. Add the egg, spices and water.

Mix the dough and put in a glass bowl. Refrigerate for 5-10 minutes.

Preheat the oven 200 degrees. Grease a baking dish with oil and sprinkle with flour.

Chop the onion and garlic, chop the bell pepper finely, peel the tomato and grate it. Fry the minced meat with onions, garlic, pepper and tomato in a pan for about 10 minutes. Season with salt and black pepper. Add tomato paste and sour cream. Crush dill into the prepared meat.

In a separate bowl, combine cream, egg and cheese. Then beat them well with a whisk. Salt and pepper to taste.

Put the dough into the mold and be sure to raise its edges. Pierce with a fork around the perimeter and put in the oven for 10 minutes. Then take out the dough and put the minced meat on it and evenly distribute it. Top with cream-cheese dressing. Put the halves of cherry tomatoes on the pie and bake for about 20 minutes.
