Turn the beef through a meat grinder, make small balls of minced meat, roll in flour. Put the meatballs on a tray and dry.

In a pot of boiling water, add finely chopped onions and grated carrots, cook for 13-15 minutes. Then salt, reduce heat and add meatballs to the broth, stir and cook for another 6-12 minutes. When the meatballs are ready, take them out with a ladle and set aside.

Cut the leek stalks in half and rinse well, finely chop. Also finely chop onions and garlic. Cut the potatoes into large pieces, grate the parsley.

Soften the oil in a deep pan with a thick bottom, put onions, leek and garlic, cover and cook over low heat for about 11-16 minutes, stirring occasionally to make the vegetables soft, but not fry.

Add potatoes and parsley to the onion pan. Pour the vegetables with broth, bring to a boil. Reduce heat, cover and simmer for 15-18 minutes.

Grind the soup with a blender to a homogeneous consistency. Salt if necessary, add meatballs to soup and warm for 5 minutes, avoiding boiling. Serve hot.
